If you're talking your basic baby oil from the supermarket (ie, mineral oil- check the label)- I would say don't use it. Don't use it on your ladybits, on your skin, or on babies. It's not good stuff. Mineral oil is a refined petrochemical- lots more info HERE (http://www.dld123.com/q&a/qandatemp.php?id=Q77). Otherwise, it would depend on the ingredients. IMO, you're best off getting a bottle of almond or soybean oil from the store and just using that. Cheap, cheerful and not likely to irritate :)
As far as the ingrown hair- a warm compress might help make it easier to extract.
