That was a good book, but I don't think this particular device was inspired by it. I actually think that the one depiced in Snowcrash which knocks the rapist out immediately would be a better idea instead of the one in the article, which sticks to the rapist until he has to go to a medical professional to get it removed and is thereby caught, but it's a start.
