switching birth control pills

I just switched from the regular tri-cyclen (green outer pack, black slipcase) to tri-cyclen lo. My doctor said it would be equally effective for birth control, but that doesn't explain why I was put on a higher dosage (which made my breasts feel swollen and sore all the time) in the first place (about 3-4 years ago).
If these pills are equally effective in preventing pregnancy, what's the difference between the two dosages? Why would they even have the higher dosage? My guess is for women who use BC for other reasons, like treating acne and cramps.
