I think the prevalence depends partially on the area of a city, or even the region. In all my years in Seattle and Portland (OR), I only recall a handful of street harassment incidents--and most of them were in Seattle. Not that PDX is this holy land where nobody gets harassed; I just apparently haven't been in the "right" place at the "right" time. Alternatively, I just haven't noticed it when it's happened!
It has nothing to do with attractiveness, and everything to do with the attitude of the harasser.
