Whatever it is, it sounds like it's pretty awful... If it's an allergy, an antihistamine might help. If it's yeast, unsweetened, unflavored yogurt would be soothing. If it's HSV... Unfortunately, that'd only respond to anti-virals like acyclovir. ...I would not put toothpaste on that area for any of those, personally.
(If you are with a partner who gets cold sores, do know that cold sores are HSV: oral herpes. Usually HSV-1 prefers the mouth, but in the absence of antibodies, it will jump to the genital region pretty happily. Something I -- who gets cold sores, aka oral herpes -- would have liked to have known before becoming sexually active! ...fortunately, my spouse apparently has antibodies. Whew.)
