I second a doctor ASAP, but to answer your question... I've never heard of it coming from tap water, HOWEVER, if she is not drinking properly because she's feeling iffy about the tap water, that might have triggered one. Is it possible that she just scratched herself and has a cut near her urethra since she isn't feeling the peeing urgency?
