In fact (sorry, I can never collect my thoughts!) one reason they are moving away from starting screening so young is that it is SO COMMON for very young people to have abnormal cells! They definitely occur! But they typically don't develop into something requiring treatment, so too much screening can lead to over-treatment, which has dangers of its own.
