Even with typical use though, HBC has a lower failure rate than "perfect" withdrawal use.

This may actually depend on the sources you use for the stats. According to Planned Parenthood (http://www.plannedparenthood.org/health-topics/birth-control/birth-control-pill-4228.htm#effective), HBC pills are about 92% effective with typical use; withdrawal's perfect use rate is 96% (http://www.plannedparenthood.org/health-topics/birth-control/withdrawal-pull-out-method-4218.htm#effective).
