I wouldn't rely on VCF alone, but yeah, it's good backup to a condom (for the record I will say that, for me, if the condom broke I'd still get some Plan B, because VCF isn't very effective by itself). As far as fingering, VCF makes the inside of the vagina feel rather sticky and dry, so you'll probably need lube. Some of the dissolved film will probably stick to your partner's fingers as well, but it doesn't feel much different from very thick, sticky vaginal discharge. It's possible to work around it, though it might take some getting used to.
