Try an epilator. The one-off cost is about the same as that of getting your legs waxed. It's as effective as waxing, the main difference being that you have to do it yourself, and that you are pulling out smaller areas of hair at a time instead of large ones, plus it gets the hairs that are too short for waxing to reach. Many brands will have a 90 day returns policy for if you can't get on with it (it hurts less the second time), so it's worth a try.
