All in all, there's a lot of scare tactics about having ejaculatory sex during menstruation. It's totally right that it isn't a "safe time," especially the further you get into a cycle, and relying on that for contraception isn't as effective as many other methods.
But some sites and advice, especially that directed at teens, tends to err too far on the side of caution and act like it's this MASSIVE RISK and is EQUALLY LIKELY TO GET YOU PREGNANT. It isn't, and I do not support those kinds of messages.
