It's called doing a clean catch (http://www.nlm.nih.gov/medlineplus/ency/article/003751.htm). It's important to wipe the vulva before starting, and to collect urine in mid-stream (i.e. don't start urinating directly into the cup) because the bacteria that hang around on your vulva can get into the sample and skew the results.
