Well, kind of. A primary HSV-2 outbreak is notoriously terrible - lots and lots of pain. However, HSV-1 can and does affect the genitals, and a primary HSV-1 outbreak is often not detected at all -- it can be attributed to shaving irritation, too much rigorous intercourse, etc.
