birth control and blood pressure

How high does your blood pressure have to be before they deny you a prescription? I've been under a LOT of stress lately because of finals, moving nine hundred miles in about five days, getting packed, and getting all of my last things in order, transcripts, making sure I have my social security card, blah blah blah. I've been waiting four months to see the gynecologist, and today when I had a headache, I went to take my blood pressure and it was 139 over 91. I'm freaking out because I'm moving in with my boyfriend, and I was really planning on getting my birth control here in Tennessee, because when I move to Illinois, it's going to be about six months before I'll be insured again.
I do have a family history of high blood pressure, but mine is really only a problem during situations like these.
I'm 20 years old. I don't smoke. I'm in generally good health, but stress does affect me a lot more than it would other people. =/
