Actually, if blood comes out and not clear fluid, it doesn't sound much like herpes to me. (I have oral herpes, aka cold sores. They really only bleed when I gnaw on them... >_> )
I'd say they sound like blood-blisters, which can happen under the skin for various reasons, including a pimple that gets infected enough to bust a blood vessel right next to it. (Gross, but I've encountered some of them from time to time, if not in the vulvar region lately.)
It doesn't sound like it's necessarily a STD, though if one has been sexually active and is not 100% confident of one's partner's/partners' STD status, getting tested wouldn't be the worst idea.
