If you took antibiotics for your UTI, the rash could be yeast. Also, I often have urethritis that lasts for quite awhile after the big UTI is cleared up. It's just as you described, with irritation and pain to the touch without trouble urinating. It's worth getting that checked, because it can drag on as a hidden, low-grade infection for a long time.
If you had negative STD test shortly before the last time you had sex, I would suspect that the rash and the urethral pain do not share a common cause. Good luck!
