Unless you have some kind of other symptoms, I don't think anything is wrong with you. Some folks, myself included, are just fuzzy. Besides the "treasure trail," I've got a fuzzy chin, and now that I'm hitting my mid-30's, a few dark hairs are creeping into my peach fuzz. I get a few stray nipple hairs that I just pluck. Plus, I'm skim-milk blue-white pale with crazy dark hair.
You can also do your own waxing for touch-ups. There are strips (which irritate my skin, as they're not too far from just doing it with duct tape), microwave wax, and you can even go get your own wax pot and hard wax at a beauty supply place. The pot looks like a teeny li'l crockpot or something, and the wax comes in beads, usually. My roommate does her own waxing, since she's immune-compromised and a cosmetologist, and knows that lots of people's wax pots are unsanitary (double-dipping those wooden applicators is a no-no).
I've had friends who've gotten laser treatments, but you have to be careful where you go. There isn't really any regulatory system for who is allowed to zap your body with lasers, and if done wrong it can cause scarring and discoloration. Ask a dermatologist or doctor in your area who to trust.
